1. Employers depend on carriers for resolution of claims and the carrier has not received enough information to be able to do so.
2. Physicians primarily direct attention to medical care. Complications coupled with the unpredictable nature of patient response to medical care places the workers' ability to return to work in a temporarily secondary priority.
